Enlarge to fit on 8 1/2" x 11" cardstock. Print.
Cut out wrappers and use your 2" circle punch to cut out the toppers.
Tape or hot glue a lollipop stick to the back of the topper.
Tape or hot glue to secure your cupcake wrapper. Insert cupcake.
